Import Control System 2 (ICS2)
From 2nd of December 2024 there is a new version of the EU’s Import Control System. Learn more about the changes that may impact ferry crossings for cargo vehicles.

What is ICS2?
Import Control System 2, which is a new version of Import Control System from the EU, brings new requirements for cargo carries who transport goods by sea, rail or road.
ICS2 is a pre-arrival safety and security system in the European Union, which was created to process cargo information, access risk and support security at the EU’s borders. The system impacts information that has to be provided for the Entry Summary Declaration (ENS) and the Declaration to Temporary storage (ATO).
Until now, ENS were sent directly to the customs office in the country of entry. From now on, all data are sent to the EU’s centralized system STI, which stand for Shared Trader Interface.
What will change?
Implementation of the new ICS2 system means that carries have to provide more details in ENS declarations before the ferry crossing to the EU’s member country. If data is incomplete or not completed on time, a ferry operator may refuse boarding.
Below you will find the information that, in addition to the data required so far, must be provided in the ENS declaration from 2 December 2024.

It is a six-digit number from an international standard for classifying products in import and export. HS codes are available on websites of the European Commission and the Dutch Customs.
