What is the ELO?

ELO is The Obligatory Logistics Envelope created as part of the Smart Border system, which aims to automate and simplify customs procedures between France and the United Kingdom. ELO will consolidate all the necessary information and declarative formalities for crossing the border under a unique barcode, thus simplifying and securing the smart border process. It is equivalent to the British GMR, but does not replace it. Ultimately, every driver crossing the French-British border will have to show two codes at check-in: ELO and GMR.

For which means transport ELO is mandatory?

The scope of application of ELO is strictly limited to the Smart Border beetwen France and United Kingdom. It concerns roll-on/roll-off (RO/RO) traffic, accompanied and unaccompanied, whether empty or full transport units. ELO will be required for both directions of border crossing : import and export.

Date for ELO Implementation:

The transition period of implementation of the new customs obligation ELO was planned from April to the end of August. ELO was to be mandatory from September 1. Transition period has been extended until autumn 2025. The new date for mandatory ELO presentation will be determined in September, so we will keep you updated on!

How to get an ELO reference?

The ELO code can be generated via the French Customs Service website douane.gouv.fr.
